You can rebook a UK theory test straight away, but the earliest date you can choose is three working days after the test you failed. There is no limit on how many times you can retake it, and each attempt costs the full fee.
The three-working-day rule
You can rebook the moment you get home. What you cannot do is sit it sooner: the booking system will only offer you dates at least three working days after the test you just failed.
Working days here are the DVSA's definition, and it is not the one most people assume: Monday to Saturday count, Sundays and public holidays do not. Saturday counting is the part that catches people out — plenty of driving sites say "weekends don't count", and that is wrong.
So a Thursday fail counts Friday, Saturday and Monday, putting Tuesday as the earliest date you can sit it again.
How many times you can retake
There is no cap. People do sometimes need several attempts, particularly on hazard perception, and nothing in the system counts against you for it.
Each attempt costs the full test fee, though, which is the real argument for using the wait rather than rebooking for the earliest slot available.
Use the three days properly
A failed test comes with a breakdown of the topics you dropped marks on. That sheet is the most useful thing you will get all week — it tells you exactly what to drill instead of re-reading everything.

Both parts, same sitting
You have to pass multiple choice and hazard perception in the same sitting. Passing one and failing the other means retaking both, which is why it is worth being comfortably clear on both before rebooking rather than just past the line on one.
